The Springfield Arts Commission operates the City Hall Gallery, which has showcased primarily local artists since 1989. The gallery is located on a ninety-foot wall just outside the entrance to the library. Exhibits change monthly.

Thus, the City Hall Gallery provides exposure to a wide variety of art and artists to the public.
Call for artist reviews for the City Hall Gallery are scheduled twice a year. Exhibit guidelines, application forms, and deadlines are available to groups and individuals at Springfield Arts Commission Forms.
Occasionally, major exhibitions such as from the Oregon Watercolor Society are displayed. The Commission began soliciting entries for the worldwide art form The International Mail Art Exhibit in May 2004. In the fall of 2005, the works of nearly 400 artists from twenty-nine countries were displayed.
